Regional Planning Commission

The Regional Planning Commission (RPC) is the land use arm of the SCRCOG.  The RPC handles all statutory referrals and updates to the Regional Plan of Development.  The RPC is responsible for the preparation and presentation of detailed reports concerning zoning and subdivision referrals on a monthly basis.  The RPC's advisory recommendations are forwarded to the individual municipalities in the week following its monthly meeting and are then read to the local Planning and Zoning Commission as part of their discussion regarding the proposed development application or zoning change.

The RPC meetings are held the second Thursday for each month, focusing on zoning and subdivision referrals.  The Connecticut General Statutes, Sections 8-3b and 8-26b provide the Commission with a framework for statutory responsibility.  Conversations with both the referring and adjacent municipal planner and if necessary site visits provide background for staff-prepared summaries.  Referrals address potential negative inter-municipal and environmental impacts created by the proposal.  Inter-municipal concerns may include issues such as traffic, density, environmental impact and burden placed on adjacent community.   Regional concerns may include those objectives/goals supported in the Regional Plan of Development.   In addition to statutory referrals, the RPC prepares and updates the Regional Plan of Development - as directed by the South Central Council of Governments board members.

Regional Plan of Development

Vision for the Future is the adopted regional plan of development for South Central Connecticut.  The Plan offers a framework upon which the SCRCOG can build.  It highlights regional-scale development issues that deserve extended attention and, it underscores the importance of timely review at three-year intervals.
